Not if you are talking about disconnecting dial-up users to your server -
this is not the role of Squid, which is purely an HTTP caching proxy
server. If you are talking about users who have authenticated themselves
to Squid, then you could certainly write an authenticator that kept a
record of the first time this person authenticated and then include that
in the auth check. Have a look at the FAQ for details about
authentication.
