HTTPS proxy

Squid Cache: Version 2.2.STABLE5
Parent cache is socks5 server on same host

Squid works fine with http, but I can't get https working:
 Syslog has this:
   sslWriteServer: FD 10: write failure: (11) Resource temporarily unavailable
 Netscrape then says:
   A network error occured while netscape was receiving data
     (network error: I/O error)
     try connecting again

squid.conf is fairly generic, I think the relevant portions are:
cache_peer 9.51.81.11 parent 1080 0 default no-query no-digest
acl all src 0.0.0.0/0.0.0.0
acl manager proto cache_object
acl localhost src 127.0.0.1/255.255.255.255
acl SSL_ports port 443 563
acl Safe_ports port 80 21 443 563 70 210 1025-65535
acl purge method PURGE
acl CONNECT method CONNECT
http_access allow manager localhost
http_access deny manager
http_access allow purge localhost
http_access deny purge
http_access deny !Safe_ports
http_access deny CONNECT !SSL_ports
http_access allow all localhost
http_access deny all

There are no {always,never}redirect statements
