data cache hits too low

I am using squid-2.3STABLE3 with polygraph 2.2.9 on a NetWinder with
128M of memory. I am using the datacomm-1 workload. When I finish the
run, my throughputs are acceptable, but my cache hits are too low
(35-40% vs the expected 55%). I have tried playing with various
parameters, but cannot get the cache hits up to an acceptable
level. Anybody have any ideas? Further data available upon request.
