NCSA DISAPPEARED!

Hi All,
I decided to run NCSA authenticator but when I followed the instructions and
installed the Auth.,found out that no child apear to run.
also when I checked cache.log there where some warnings that told the childs
exited.
another question, is MS Win98/IE4 compatible with crypt()
