No, reconfigure is the same as kill -1, that is to send a SIGHUP to the
squid process.

From cron, I run a script with /usr/local/squid/bin/squid -k reconfigure

Does -k reconfigure have the same effect as shutting down and then
restarting squid?

/usr/local/squid/bin/squid -k shutdown
/ur/local/squid/bin/squid
