Hi,

Some (all?) Netscape web server don't give cache-control headers when the
request is HTTP/1.0 (as squid do), wheras they do with HTTP/1.1 requests.
You should try to request manually (telnet) this picture on your webserver,
first using HTTP/1.0, and then HTTP/1.1.
