Apparently this technique does not work. Squid-users with IE browsers
have complained that authenticate_ip_ttl does not work, and this is
exacly what it does except that it triggers on change of IP address
rather than a timeout..

Also, I think it in many browsers are sufficient to simply cancel the
login dialogue and try again.
