Have you checked to see that irc.o has been compiled as a module or into the
kernel? Within your firewall script this line would allow such services if
your linux box uses MASQ(UARADE) within ipchains.

/sbin/modprobe ip_masq_raudio.o ports=554,7070,6970,6971
/sbin/modprobe ip_masq_irc.o

For further information try this
# man modprobe
also http://www.linux.org
search for HOWTO on kernel rebuild if you don't have the service. Your
current ipchains would not keep anything from being denied, so either the
problems exists with IRC on the 98 machine or within your kernel of the
linux box.
