[SQU] Keeping a port open for outgoing data

On attempting to access a specific page of a site, my browser (IE 4.01)
bombs out with a message stating:

FRM-9999: Failed to connect to the server. Bad machine specification:
wf.onebenefits.com:9000

I think it is trying to run some kind of Java applet which is tied to
J-Initiator and Oracle.

(We have a very simple squid setup here.)

In the past when I have called support for this site, they have told me that
we need to make sure our proxy allows for "port 9000 to be used for outgoing
data". I don't see how my acl's prevent this.

Where should I be looking? (I have tried the debug feature and cache.log
but it's like talking to a long-winded Greek without having access to a
dictionary.)
