[SQU] Web based proxy access control ?

  Is there a script or external program available to add
 a web based access control to squid? Or is squid capable
 of that (though I didn't find it)?

  The problem is:

  I want to set up a linux router with a proxy server. All
 requests are going through the proxy server, even if the
 client has deactivated proxies. Thats not the problem.
 When the client wants to get access to some URL, the proxy
 (or any external program) then requires at first an
 authentication. The easiest way for the user is IMO that some
 browser window with an login-field opens where he has to
 enter login and password. When he is logged on he can
 access the net, when he "logs out", the access is denied.
 
  I know of some commercial products that have such a feature,
 but they are all way too expensive.
