[SQU] telnet vs. http

My IP traffic log (ipmon) tells me that telnet traffic to a particular
site/port is making its way out of our box fine but browser traffic to that
same site/port is not (it doesn't register any attempts when sent from the
browser). Are there different controls in squid's configuration file for
these?

Also, can the browser itself (IE5.0) be keeping port 9000 requests from even
getting to the proxy?
