This should be one of the bugs yes. I recommend that you read thru the
whole list. They are all only bugfixes to sometimes quite critical bugs.

Why it is not yet in Squid-2.3 is because I am not actively using
Squid-2.3 and have thus not pushed hard to have it fixed there. My last
production-quality version of Squid was Squid-2.2.STABLE5-hno, and I am
now aiming at getting Squid-2.4 certified as production quality. (quite
lengthy process of internal testing and bug fixing when problems are
seen in the testing...).
