True, but not on the IP classes, but on the delay pool classes.

The problem is the per client buckets. These are named by the lower bits
in the client IP. For a class 2 pool only the 8 lower bits are used. For
a class 3 pool the lowest 16 bits are used.

So if you are using a class 2 pool with individual buckets, and have two
clients with the same low 8 bits in their IP (eg 192.168.1.48 and
192.168.2.48) then both will share the same bucket.

If you give the "overlapping" networks different delay pools then there
is no problem with the individual settings. However, then there is
limited use of the aggregate buckets..

So in short, if you are using more than one class C network of users
that should share the same settings then make sure you use delay pools
of class 3.
