No. Squid is not an FTP proxy. It will do ftp-http proxying for your
browser, but not real FTP proxying. (Judging by past discussion on the
subject, apparently the code to do ftp proxying snuck into Squid some
time ago unnoticed, but it was never finished. I guess it's something
that someone might get around to doing eventually.)
