Looking at the squid.conf, this option was in it's default state (which appears
to be on).
Changing client_persistent_connections and server_persistent_connections to
either on or off, however, produced no different results.

I noticed that I had half_closed_clients set to 'off', but changing that did
not change the results.

Some more browser behaviour.
The first time I attempt to connect to an external site, Internet Explorer
quickly returns the 'Cannot find server - The page you are looking for is
currently unavailable. The Web site might be experiencing technical
difficulties, or you may need to adjust your browser settings.' page.
Refreshing (or loading another external page), puts Internet Explorer into
state where it appears to connect to the page, but makes no progress.
