[SQU] two parallel parent-caches : does not work

I want to use two different parent-caches to have them polled parallel
and the fastest wins. Especially if one cache fails (lets say the
connection is interrupted) I want the other proxy come in place.

According to the squid-faq, the following configuration should do it
(I dont want to use ICP)

cache_peer proxy1 parent 8080 0 no-query
cache_peer proxy2 parent 3128 0 no-query
prefer_direct off

However,always proxy1 is used and when it fails, squid reports an
error back instead of using proxy2 or direct_access. When I change
the order and put proxy2 first, always proxy2 is polled and squid
reports an error when proxy2 is not reachable.

What the heck am I doing wrong ?
