[SQU] ICP timeout

In the 2.3.STABLE4 default conf file I see

# TAG: maximum_icp_query_timeout (msec)
....
# If 'icp_query_timeout' is set to zero, then this value is
# ignored.

Surely this comment is wrong; maximum_icp_query_timeout is only with
the dynamic timeout; if icp_query_timeout is zero.

Or have I misunderstood something?
