[SQU] delay pool's

I'm using the delay pool to limit the bandwith of some dial-up conections to 3.7Kbps.
The problem is that when we have 3 o 4 concurrents dial-up's, the bandwith usage go up to 27Kbps.
I'm doing some thing wrong ?

I'm using MRTG on my Cisco to monitor de Bandwith usage,.
I'm using MRTG on my access server to monitor dial-up usage.
The squid is runnig transparent.
