ident is not proxy authentication.

As Squid does not track ident users a bit more than "some hacking" will
be required if implementing this inside Squid.
Easiest path is probably to make use of a redirector to implement the
"sessions". First time the redirector sees a request from the user it
creates a "session" and stores this in a database shared by all the
redirectors, then redirects the user to the "startup page".
