[squid-users] automatic fallback with non-ICP parents

Can you explain me that option in more detail (fallback to other cache)?

I can not use ICP because:

1) the slow parent is fast at accepting the TCP connections but slow in
   processing the HTTP requests
2) I have to pay for all traffic (incl. ICP) with the fast parent
