Memory usage is not relative to the cache_mem size. There is no rule on
how big your Squid will be based on cache_mem, other than that it will
at least be cache_mem in size.

cache_mem is added to the other memory uses of Squid, and it is mainly
the other memory uses that varies depending in system size and load.
