this is easy:

- create an acl in squid.conf look at the line starting with # ACCESS
CONTROLS
acl allowedip dst 192.168.0.0/255.255.0.0

- then activate the entry (a bit below the acl paragraph in squid.conf)
http_access allow allowedip
http_access deny all
