There's only person that can decide what the "best config"
is: you. Think about what you've got now, think about what you'd like to
achieve then see if you can persuade Squid to do what you want.

There are plenty of examples in the squid.coonf file, however:

acl localnet src 192.168.0.0/255.255.0.0
http_access allow localnet

when put in the right place in squid.conf should do a little bit of what
you need.
