 No , you can't. Well you can but only in the Browser context
by using ftp URLS as in :

  ftp://ftp.foo.com/...

Squid is not a generic ftp proxy. Yet it DOES understand the FTP
protocol
fully , in contrast to what is sometimes being told.
But SQUID only launches ftp's if so told by emmbedded html-cache ftp
requests (browser command(s).
