I am guessing here but I suspect web mail systems will work using PUT or
POST. I know Hotmail actually sends attachments (using POST) when they are
defined, ie before the mail is sent. The actual message is sent with
another POST and contains a reference to the attachment file now stored on
the web server.

You might want to look at logging mime headers. That might show the names
of attachments. Of course this doesn't stop "smart" employees copy files
and attaching them with innocuous names.

You might also want to look at "request_body_max_size" in squid.conf.
That should stop large attachments being sent.
