[squid-users] htcp configuration bug?

Here's an excerpt from my squid.conf:

But still, when i start Squid, i get this thing in cache.log:

2001/08/22 16:28:05| Accepting HTCP messages on port 0, FD 43.

Isn't 0 supposed to disable the service?

It's squid-2.4STABLE1 with all patches applied, running on Irix-6.5,
compiled with MIPSPro.
