It boils down to ACLs. You can run the cachemgr.cgi *anywhere*, as long
as you stick in to the management ACL in squid the IP(s) of the servers
running the cachemgr.

As to how to get it going in apache, copy the thing into the cgi-bin
directory and give it a try. :)
