Squid does not retry, it is the browser who allows three attempts. Squid
always returns the same error code and error message to the browsers.
Some browsers allows the user to attempt login three times, some
browsers have other limits.

I think what you are looking for is the NTLM auth scheme available in
the upcoming Squid-2.5 release. This allows users using Internet
Explorer and logged on to a Windows domain to automatically log on to
the proxy.
