[squid-users] Squid started by normal users

I've this strange problem I've made a stanrdard squid installation on a linux slackware 8 kernel 2.4.10.
Set directory permission just like the user guide...

If I start squid by root user all goes fine...
If I start squid by the "squid" user It seems that goes fine, but no 3128 port is binded I can't realize why... because I receive NO error and I'm sure all the permission are OK

cache_effective_user
cache_effective_grup are set correctly

directory permission are ok

I start squid with a simple :
/bin/su squid -c /usr/local/squid/bin/squid -d1

In syslog I can see :
Oct 10 17:11:02 gargamella su[13612]: + tty1 root-squid

Oct 10 17:11:03 gargamella squid[13614]: Squid Parent: child process 13616 started

But no port binded.... the squid process is up by the way....
