Usually to have squid contact a parent proxy, you'll have any entry that
does not allow direct access--'never_direct allow all'
(http://squid.visolve.com/squid24s1/Miscellaneous.htm#never_direct) ..
 Is this still true in your case? If so, that is the cause.
