You could always use application level routing to bypass any black
spots in the network once the spots are known and you have a way
around them.

See the cache_peer and cache_peer_access directives in squid.conf.
Also of interest is the prefer_direct or never_direct directives.

It may also be possible to solve the problem by routing (plain or NAT
based depending on the network), especially if you are doing
transparent interception.
