Well, reading the docs:

If you want to bind Squid to IP 192.168.1.1 on the port 3128 , in squid.conf
insert:
http_port 192.168.1.1:3128

Then Squid will listen only on the specified address (the one the nic is
configured as).

How squid accesses outside network for fetchng documents depends on how you
configured the host where squid runs (default gateway and so on ...).
