as stated in the FAQ (http://www.squid-cache.org/Doc/FAQ/FAQ-7.html#ss7.3),
you can do it faster:
stop squid, then overwrite the swap.state file for every cache_dir defined
in your squid.conf with "one byte of garbage", then start squid.
