     Yes ,You can run two instance of squid.

Configure private squid as a parent to the primary squid .

in private squid.conf file you need to configure the cache_peer :-

  cache_peer primary parent 3128 3130 proxy-only

So any requests to the private squid will be redirected to the parent though ICP.
