Did you try Ctrl-Reload?

BTW-ie_refresh has no effect on 5.5 IE versions. This is mentioned in
the description of the option.

An object matching that acl will not be cached. That says nothing about
whether the object is /already/ cached. Flush it using a purge or a
Ctrl-Reload or Shift-Reload.
