Do you get anything interesting in cache.log when it happens?

Are you using any cache peers?

Is there a firewall between Squid and the Internet?

Are you perhaps using SOCKS?

Any specific reason why you are running a DEVEL version of Squid
instead of the latest STABLE (or perhaps PRE) release?
