What I wanna do is have my MS Exchange OWA users use SSL, so they can change
their passwords.

You are quite right. plug-gw just acts as a conduit (in my case I have a not
fordwarding proxy-fw) between my two squid caches

You still need to configure squid to proxy/cache https
