change $user and $group to the squid user and group.

chown root:wheel /etc/squid
chmod 755 /etc/squid && chmod 744 /etc/squid/*
chown -R $user:$group /etc/squid/errors
chmod -R 555 /etc/squid/errors

That should set some alright rights;
if it doesnt; I missed something.
not sure where stuff is put on redhat; so yeh

Also check that ERR_READ_TIMEOUT actually exists.
