If you mean the setting cache_mem in squid.conf, this setting is not the
overall memory squid uses, instead it is the amount of memory squid uses for
caching. Normally it is not necessary to increase this over 8 MB.
The overall memory is this value plus the memory that the squid process uses
(about 20 MB), plus the memory for the index for the cached files (about 6
MB per GB cache).

With all this and the amount of RAM for other processes on this machine
there should be about 50 MB of physical RAM free for buffers and caching and
the machine should not be swapping.

I think your machine is swapping heavily.
