That the ratio of HTTP errors seen by Squid is way too high so Squid
assumes there must be a problem of some kind and stops responding to ICP
misses to make siblings select another parent if they can.

See access.log if you can find any hint there as to what is failing and
why. Also, verify that your Squid can proxy requests.
