The external_logger project on devel.squid-cache.org is designed to
address that. I"ve just broken it :[ but will fix it very soon :}.

It hands out a fd to a log helper pipe, which is kept open forever, even
past rotates, so non log helpers don't need to restart on squid -k
rotate.
