Terminology: If the sibling does not have Internet access then it is a
child cache.

child caches is caches who uses parent proxy/caches for all content
(optionally with the ability to go direct if the parent is not
reachable).

sibling caches are friends which you cooperate with to share cache
content.

A parent can be configured to use a child as if it was a sibling, but
such configuration is generally not very efficient (a lot more overhead
from the sibling relation in relation to what can be gained in terms of
total cache hit ratio for the caches combined).
