Ok, I tried that but I apparently wrote it wrong. I was not specific enough
in my domain names, blah was not a good choice. Lets try this:

Local is proxy.gj.fooi.foo.com
HQ is proxy.hq.foow.foo.com

How would this be written now?

this is not need, if you only want the local cache to forward requests to
the parent cache.

try this:
cache_peer proxy.gj.blah.blah.com parent 8080 3120 proxy-only no-query
acl hq_intranet url_regex .*\.blah\.com.*
