No, but it simplifies networking a bit as traffic initiated by the
cache server then can bypass the switch, saving you from configuring
the switch to not redirect already redirected traffic.

There is experimental patches to Squid and Linux with support for
WCCPv2.

For a cheap and very flexible TCP switch I'd recommend looking into
Linux Virtual Server <url:http://www.linuxvirtualserver.org/>
