That's a strange place to put your password file, are you sure it has the
right permissions and ownership?

shouldn't that be

#/usr/local/squid/libexec/ncsa_auth /home/aqil/file1
user1 password4user1

With exactly one space between them?

I use ncsa, so I know it does work, at least with my version (from IPCOP).
