The load balancing is an integral part of the WCCP hash. See the Cisco
documentation for details.

In short WCCP splits the space of destination IP addressses (2^32
possible combinations, minus some that is not used) on the registered
cache servers. As long as the hash assignments remains the same the
same destination IP will end up in the same cache server all time.
