As Robert says, the problem is HOW handle GRE packets on Windows. Currently
I know nothing able to do this job, so you must wrote from scratch a
Windows NDIS intermediate driver for grabbing GRE.

I have already tried to use Borland C++ for build Squid: You should build a
totally new compiler environment, so, MinGW is better.

Currently Windows binaries build for WCCP are not useful.
