Nope.

To be precise you need either ip_wccp, or a PATCHED GRE module where
support for WCCP GRE packets is added (WCCP GRE is different from normal
GRE tunnels)

The announcements sent by Squid is not related to the kernel module. If
the router does not see your Squid then the WCCP configuration is not
correct in either squid.conf or your router.

But without the kernel module WCCP will not work as your server OS will
not know what to do with the packets redirected by your WCCP router, and
Internet connectivity will appear dead to all users.
