That's not good if the user has other means to reach the outside
world. For example a user can use both direct connection and
the proxy. This way she'll get 16k from the bandwidth manager
and then 16k more from the proxy. Even if port 80 is not
allowed, or transparently redirected to the proxy, the user
still can use some other service to use the allocated
bandwidth.
