Thank you for taking time to reply, Henrik.
I was using ab (apache benchmark program) to run
the tests, but the file was only a few bytes so
the tests completed too fast. I'm getting correct
maxconn behavior now that I'm using larger files.
Sorry for the false alarm. My face is red. :)
